One part of that, is that when people are discovered to have Covid (i.e. by testing positive), they are subject to legal orders to quarantine until they are no longer infectious, thus preventing them spreading covid, killing thousands and costing the economy billions of dollars.
The person you mention tested positive for Covid, was told he had covid, and received the legal order to quarantine. And instead of obeying it, he decided he'd go out and about, and went on the run from authorities. Essentially at that point the damage he can do is equivalent to that of a major terrorist as the fallout from his actions can be to ruin the economy and kill thousands. China saw an instance of 71 people infected due to an elevator ride taken by an asymptomatic person with covid, and here Australia had a person who was symptomatic, known to be covid positive, shown on camera taking an elevator before fleeing from authorities for days. So you can bet the Australian authorities were not happy and wanted him found.
So no, it wasn't because someone 'violated the [general] lockdown' or someone 'sneezed in an elevator'. It was because a knowingly-covid-positive person was deliberately eluding authorities for days, in a country that is trying to have no covid whatsoever.
Here are a couple of comparisons of the NZ & Aus covid-response compared to the US & UK response. First is deaths per capita. As you can see, in Aus and NZ, it's been near-zero compared to the UK and US. Second graph is of lack-of-freedom levels. Total area above each line represents the amount of freedom within each country. (Yes, you can quibble at their choice of using the strictest sub-region of each country, I'm at the mercy of the choices that the people who are compiling the international data have made in that regard) Overall, Australia's level of freedom has been comparable to that of the UK and US, while NZ's level of freedom has been vastly higher. Although that's only because it's using the strictest sub-regions - there are individual states in Australia who's own pattern would look a lot more like NZ's in the graph than the Australia line.

I also want to drop this here for MM and Mike who keep making comments like "why would I want to take an experimental vaccine for a disease that has a 99% survivability rate?" and acting like COVID is no worse than a flu.
The mortality rate of the Spanish flu was 'only' 2.5%, that is a 97.5% survivability rate!
And yet we still think it was horrible, and the worse pandemic in modern history. Over 670,000 people died in the USA alone.
So far the death rate of COVID in the USA is 630,000. It's catching up.

Photos started circulating of some of those who mandated such laws out in public, attending events, while not wearing a mask, and the resulting public outrage
