The two are sitting side by side in a studio interview, and as the interviewer is making concluding remarks, Jackson reaches over to shake Northam's hand and then taps him to get his attention while Northam just sits and stares straight ahead. There are many ways this could be interpreted, of course -- for instance, Northam may have been nervous and didn't want to "break character" on camera, or he simply didn't realize that Jackson wanted to shake hands -- but it certainly looks very awkward.
