Yeah, I'm no longer buying her derails -- she's either wanting to be incredibly obsessive compulsive about precise language to her own taste, or dragging the thread off topic.
She apparently is incapable of an actual substantive discussion absent psychotic diversion.

(Maybe if we all purposely misused words her head would explode! )

"I know your language better than you"

      Followed inevitably by

"I need you to clarify what you mean, I can't understand your prose" (which, ironically, all the native speakers can)

You mean -- what precise 'powers' have been usurped by the various Police Unions from Police Chiefs (Command) in the past twenty years?

Don't know why you limited it to "the past twenty years", but we'll go with that...
        • The power to discipline officers at the discretion of Command according to department policy
        • The power to fire officers for cause at the discretion of Command according to department policy
        • The power to promote, reward or recognize officers at the discretion of Command according to department policy
        • The power to establish, in concert with the mayor, city council and city counsel, the department policy
Those are some of the most aggressively usurped powers.

The unions are notorious for protecting the dues-payers from discipline or termination.
The unions always place longevity over merit.
A "bad cop" would be promoted to sergeant over a good cop simply because the "bad cop" as more time "on the job".

        The whole system is anti-merit.

And when the union doesn't get its way, it's not unusual for a case of "blue flu" to break out among the ranks.

          • It seems that there are several individuals whose knowledge of their own language is abysmal

For some making a statement of fact is deemed to be "complaining".

For others, asking questions and making observations is described as "whining".

For at least one there is no understanding of the distinction between "disagreeing" with someone and asking that same person questions or offering them observations.

It seems we have an obsessive compulsive know-it-all busybody from another country trying to tell us how to speak, write, and communicate because she's incapable of civil discourse without derailing every thread she enters with pedantic antics.

Nobody forces you to be here with your systemic complaining, whining, kvetching and pedantry.

              Back on topic, now?

                You misuse your own language.

It is actually very funny that some of you are so ignorant of the meanings of words that you use.

Sorry it is the wrong word. The police unions have never "usurped" power. You may think that their power is too great [and in some regards I would agree with you] but they have never seized their position [or power] by illegal seizure or without legal right.

It makes it much easier if you [collectively] use the appropriate and correct words rather than [as appears to be a habit among some] employing Humpty Dumpty's strategy.

You obviously don't understand the concept.

When a union works its way into a police department, it's quite clearly pitting workers against management.
When it gets control, it prevents management from doing their job under threat of a walkout.

That's a usurpation of power, clear and simple.

By the way - another problem with police departments is the whole concept of "civil service". It also interferes with the ability of 'command' to do their job.

We have no problem. And frankly don't care if we make it harder on someone who supposedly knows our language better.

Those describe the functions a Police Chief (or "Command") should have, but are often usurped by a LABOR UNION.
