Because cuts had to be made late in the fiscal year, the services were forced to cut facility maintenance, international exercises, and most significantly, training activities. The services have been digging out of that hole ever since. The Trump administration emphasized readiness in its FY 2017 and FY 2018 budgets. Nevertheless, readiness data are conflicting. Some metrics, like Army rotations to Combat Training Centers, service flying hours, and Navy ship steaming days, have recovered from post-2013 lows, but others, like Navy and Marine Corps aircraft availability, remain depressed. With overall DOD budgets rising, targeted readiness increases, such as aviation spare parts, may be better investments than across-the-board increases.

Clinton benefitted from the .com boom. Once that bubble burst, the influx of cash went south.
The tax cuts barely cost us ~150B a year. But the Joint Committee on Taxation said the cuts will stimulate growth by 0.7 percent annually. The increased growth will add revenue, offsetting some of the tax cuts. The big ticket items are defense spending, which includes military, Veteran's Affairs, and Homeland, and mandatory payments like Social Security, which gobbles up 2/3 of the total revenue each year. Even then, revenue is projected to rise next year.

The Military costs a lot of money. Keeping it ready has to come at a cost to other special programs. In general, If we have to have all our wants and desires, we have to borrow money. If we want/need a strong military, something else has to go, or we just keep borrowing and eventually things go splat. Honestly, I don't see how to avoid a big splat in the future anyway. The US owes roughly the amount of its GDP, and the tax revenues were <1/5 the debt. That is like a family of 4 earning $100,000 after tax and carrying $500,000 in debt. It's pretty much to the point there isn't a way to fix the problem because there is no way anyone is willing to put 25% of the tax revenue into debt retirement and run the government on only what is left, which is what would be required to pay it off - in 30 years.
