Here in NZ our per-person emissions are quite high but reducing them is a bit of a problem. Our electricity grid is already 80% renewables due to a lot of hydro power so there's limited scope for improving its CO2 emissions. Industrial factories aren't a large CO2 contributor here AFAIK. Cars... yes I think more could be done to build better public transport systems but really until electric cars become widespread you're not going to see a great deal of improvement in this sector. Agriculture... well agricultural production is one of the primary things the country produces... we can't really just stop producing and selling food and the way agriculture is done here is already very CO2 efficient compared to other countries (e.g. the US where it is very inefficient) so it's actually good to produce food here and then export it.
So the biggest scope for improvement here seems to be a move to electric cars, and the govt has a plan to install electric charging stations around the country over the next few years. Hopefully electric cars will become cost efficient and mainstream in the next decade.
