As I said in my edit, here's the definition of the word threat (I knew someone would need things spelled out.).

a statement of an intention to inflict pain, injury, damage, or other hostile action on someone in retribution for something done or not done.

The letter fits that description.

ETA: If you guys really want to get bent out of shape about the word 'threat' then suit yourself. Perhaps 'notification' would have been a better word. That's fundamentally a detail compared to the point of the story.
