Power comes in watts, and energy comes in watt-hours, not whatever this two-dollar-three-ninety-nine was supposed to be.

It would appear they are saying the storage facility can provide up to 380 megawatts of electricity for up to 4 hours. Basically, its a 1520 MWh battery than can deliver up to 380 megawatts continuous power output. Told another way, the inverters that are tied to the batteries to convert it from DC to AC can deliver 380 megawatts.

Which is pretty much the intuitive way to interpret the text, probably told that way so non-technical readers have some idea of what the battery storage is capable of.

Why not have storage to match plant capacity?

It's the excess that is charging the batteries. They'll be discharged at night. So they can't match the power output of the plant, they can't even be charged at all if all the power output is used to power the attached grid during the day.
