If you actually read it, or any number of other similar articles, you'll find out that it's a complex phenomenon dating back over quite a few years. The major culprits are increasing productivity , including automation, and transfer of an increasing amount of the coal industry to the western states.
It ends with this sentence:
What is clear from this discussion is that environmental regulations did not kill coal. Progress is the culprit.
