But, republicans have learned that this kind of cheating is the only way they can win. 3 out of the last 4 democrats won the popular vote and yet we've ended up with disastrous republican administrations. Even the media breathlessly reports on which states will go to which side, and the "battleground states", etc.... everything is in terms of electoral college votes, so, yeah..... until that changes, it would be wise for both sides to focus on the states they can win.

You are so clueless. Gerrymandering goes on by both sides. It doesn't affect the electoral votes. The number of senators is two per state so each state has equal representation in congress. The number of representatives in congress are chosen by population per state, that gives the people equal representation in congress. And the number of electoral votes in each state is based on population. So a more populous state like California still has more votes than N. Dakota.
