Dersh has been agreeing that the Mueller investigation never should have started, and now says it should end.

His view is that an independent non-partisan commission similar to the "9-11 Commission" should have investigated the question of Russian interference in elections. The goal would have been to find out what happened, and how to prevent it in future. Unlike a Special Counsel, there would have been no specific goal to find "crimes" to prosecute. If evidence of crimes did turn up, it would be given to the DOJ to pursue through normal means.

Rightly or wrongly, appointing a Special Counsel in such circumstances is the way it's been done in the US, e.g. Nixon and Bill Clinton were both investigated by a Special Counsel. Given this, one couldn't do much better than Mueller, a staunch Republican of impeccable reputation.
