It could have come to the House taking matters into their own hands, but even his own party leadership had already turned on him. He stepped down after it became clear even to him that he couldn't make it go away.

That's essentially what happens, except we're the ones doing the voting. Unfortunately, some Congressmen are blessed with a district full of particularly ignorant voters and get a lock on the position for decades.
