I find in fascinating that foreigners will take the time to watch a US legislative body's subcommittee meeting from beginning to end.

Why would you find that strange? Have you ever heard the phrase "when the U.S. sneezes, the rest of the world catches a cold?" People all over the world follow whats going on in the U.S.

If you look at your link you'll see it's washingtonpost.com/blogs/. The guy who's blog post you're citing is a staunch Republican who served in two Republican administrations.

Not a good example of the 'left leaning' (questionable) WaPo in general seeing writing on the wall. More a good example of right-whingers repeating their party line that there's Definitely Nothing To See Here And Trump's Desperation To Lift Russian Sanctions Is Totally Coincidental.

They passed the veto proof sanctions bill, and along with it made certain that Trump could not ease those sanctions in any way in the future without Congressional approval. His own party doesn't trust him!
