Yes, but he's also the "President of the United States" and his words should carry a great amount of weight and authority. He's not a wrestling promoter or a drunk in a bar. If he intends on convincing a majority of the people that he deserves the respect that goes with the office, he needs to exercise some control and fore-thought over his words and actions.

For those interested, the claim Trump repeatedly makes (see video in this post) is that Article II of the constitution gives him the right/power to "do anything he wants as president."

There have been plenty of off the record reports that Trump's advisers often talk him out of his following his worst instincts. I know these reports have to be taken with a grain of salt, but when so many are saying the same thing, it's likely that where there's smoke, there's fire.
