I think you are referring to Trump. The only time he doesn't present as an inarticulate bumbling fool is when he's reading from a script written by somebody else. At least he can read. I suppose that's a blessing for his minders as they try to protect the country from Trump's recklessness...as detailed in Woodward's book and elsewhere.
