The FBI Was Warned About A School Shooting Threat From A YouTube User Named Nikolas Cruz In September
In September, a YouTube user named Nikolas Cruz left a comment on a video stating, "I'm going to be a professional school shooter." The video's creator alerted both the FBI and YouTube. The first to state his case seems right until another comes and cross-examines him.

For that reason, and because of the particular culture regarding weapons in the US, as well as the nature of the US government, I think implementing something like this would be doomed to fail. Most Americans don't want it, and it would require the US government to be committed to this project through more than one presidency.
It wouldn't be total confiscation though. There are rifles that can only be loaded with one bullet at a time. The kind we use for hunting in Denmark. They could be possessed by individuals, and stored unloaded at the hunting area, properly locked away. In Denmark the law demands that the rifles only be loaded immediately prior to firing.
However, as there's probably something nearing a billion firearms in the US, many of which aren't registered, and a host of loopholes and grandfathering rules, and a populace that's highly distrusting of their own government, something like this is unlikely to wind support and if it won support I doubt it would be effective.

At any rate I don't think ramping up the deterrent would change anything in regards to frequency.

He should have had his guns taken and his access to guns revoked. No doubt. However, if the guns were a touch harder to get, if there were fewer guns of class he used in circulation, he might have found it harder to commit a killing on this scale.
Gun laws only work on law-abiding sane citizens because it is sooooooooooooooo easy to get a gun. Even if a person with profound and dangerous mental illness can't get a gun legally in his state, that person can often simply hop into a car and drive elsewhere and get a gun where the laws are more lax

He didn't have an semi-automatic weapon. He had a hunting rifled, sawn-over, and used it to kill to female students, before he locked himself in the bathroom and committed suicide.
I imagine he could have killed a lot more if he had a machine gun.

Last fall, a Mississippi bail bondsman and frequent YouTube vlogger noticed an alarming comment left on one of his videos. "I'm going to be a professional school shooter," said a user named Nikolas Cruz.
The YouTuber, 36-year-old Ben Bennight, alerted the FBI, emailing a screenshot of the comment and calling the bureau's Mississippi field office. He also flagged the comment to YouTube, which removed it from the video.
Agents with the bureau's Mississippi field office got back to him "immediately," Bennight said, and conducted an in-person interview the following day, on Sept. 25.
"They came to my office the next morning and asked me if I knew anything about the person," Bennight told BuzzFeed News. "I didn't. They took a copy of the screenshot and that was the last I heard from them."
FBI agents contacted Bennight again Wednesday, after a 19-year-old named Nikolas Cruz allegedly opened fire at Marjory Stoneman Douglas High School in South Florida, killing at least 17 people.
Last fall, this guy was already on the radar. The first to state his case seems right until another comes and cross-examines him.

I'm still undecided in these matters though. It can definitely be argued that solving it solely by control is like solving car deaths by removing cars. One can't say it wouldn't work, but the way its usually spelled out isn't a realistic solution.

Nobody goes to a school, wanting to take them on, using a bow and arrow, or a knife.

amazing how they were still able to get their hands on guns."As for my people, children are their oppressors, and women rule over them. O my people, they which lead thee cause thee to err, and destroy the way of thy paths." Isaiah 3:12
There is no such thing as innocence, only degrees of guilt.
