      We used to call those things "shadow governments" and their trying to subvert government policy was deemed as wholly unethical if not illegal.

          Stephen Miller is a key figure in Project 2025, is a former senior Trump White House advisor, is probably a future Trump WH advisor, and is the person the Trump campaign directed questions regarding its future immigration policy towards.
