Best way to stop them from being exploited is to not let them into the country unless they have education and a marketable skill that will allow them to get a real job instead of being exploited as slaves.
However it's not clear to me that America in general (even conservatives) actually want that or wants to stop that exploitation, because the rest of America hugely benefits from the cheaper food and products that result from the exploitation of the cheap labor these people provide. Your current economy relies on the pseudo-slavery of these underpaid migrant workers. There doesn't seem to be any will to change that.
