Biden may have gotten a record number of Detroit votes, but he got a smaller percentage of them than Hillary. And the record turnout was the case across most of the country.

This makes no sense. Other precincts kept a record of registered voters who cast absentee ballots (see page 55 and surrounding)

Yes, most cities were required to have an AV counting board for each precinct. Cities with more than 250 precincts (like Detroit with its 503 precincts) were exempt from that requirement. (Page 1 of the document I provided.)
