Chasing down Batten's reference to Batten's own work which cites something else finds this: . In Batten's world, possibly 19% means at least 20%.

There's an obvious misrepresentation since New Scientist describes Paul Davies as "a physicist and writer" not an astrobiologist. Another obvious issue is that Batten (or his predecessor in the quote-chain) has added a period in the middle of Davies's sentence to make it appear that he had no more to say. It's no surprise that continuing beyond the words Batten quote-mined gives a different picture of Davies's views:

A creationist has quoted a scientist who said "[something] but [something else]" as "[something] full stop". Their standard technique.
But I'm not surprised that Clucky McWelcher was impressed by it, since he is also impressed by Kent Hovind's invented 'facts'.
