Maybe I don't understand the issue, but with regard to taxes, what's the difference between a cashier at Walmart making $30,000 a year and a server (with wages and tips) making $30,000 a year?

I believe Walmart workers make more than minimum wage, not to mention health benefits and other perks. My understanding is that rarely applies to minimum-wage waitresses.

Tips are an incentive to get better service between the server and the served. If I give a neighbor kid $40 for mowing my lawn, and tip him $10 for a good job, I want him to have that $10 - and not going to Congressmen making $200K a year with Cadillac healthcare insurance.

After retiring and moving to Florida my brother started working at Walmart which starts off full timers at $15/hr. That cashier will have to put in serious OT to make $30,000.

30K per year, divided by 52 weeks, divided by 40 hours per week.
