That's a different situation than refugees arriving in the United States; refugees (Syrian or otherwise) can get into the EU and must be housed in the EU while they are being processed. Since the USA is across the Atlantic, however, it's only receiving those refugees who have already been processed and validated for resettlement by UNHCR (~1% of refugees).
Trump's statement was that he had a message for all the refugees that would be coming to the United States: if and when he's president, he's sending them back:

In general, I quite agree with you. In the case of immigration for humanitarian reasons, however, that falls under the purview of the government IMO.
We let refugees into the US and we're going to get terrorists coming along for the ride. It's not a matter of if. Do we really want to take that kind of risk? I don't.Some may call me foolish, and some may call me odd
