So, Health and Human Services is downgrading expectations for ACA enrollment....
Of course, this MAY be a clever way of lowering expectations even lower then they anticipate so, IF they get, for example, 11 million, they can brag that they exceeded their projections!!!! Kinda like "budget cuts" work.
