Are you actually not aware of the difference between RATE and COUNT? Trump is the one playing numbers games. By citing only the count, he is trying to play down the severity of the difference in likelihood a black man will die by police violence as opposed to a white man. Actually, Brazil, Venezuela, India, and the Philippines all have more raw numbers. And per 10 Million people, the US isn't in the top 20. What's important is that by only using raw counts he was being deceitful and pushing out misinformation. The misuse of statistics is a long running con in government. So don't even try to claim that isn't what he was doing.
