No, socialism.
There was nothing socialist about those mining companies closing up shop, or them refusing to open up again. The regulations on what mining companies could get away with rightfully got tightened, it became unprofitable for them to strip mine those areas. They closed up shop. They owe zero allegience to their workers, because in capitalism companies only have to care about their employees when they're running a business.
If you had more comprehensive social welfare there would be job training programs for those workers. There would be efforts to relocate them to other areas where they could be productive.
If Capitalism is so amazing, why didn't the companies do that out of the kindness of their hearts?
