I wonder what the environmental impact would be if we covered the nation with enough train tracks and rail service to supplant air travel, and just how much of the country would need to be covered with inefficient wind turbines and solar panels to power the trains and electric vehicles we're supposed to be driving in 10-years?

The same will happen with electric cars. When they are cheap enough and efficient enough, people will buy them, and infrastructure to support them will pop up. There is no reason to force the issue as though the sky was falling. The world is getting "greener" but it will do so because it is profitable and the technology works, not because some idiot politicians say it has to happen in 10 years and try to force it with laws.
