This rating was published 08/01/2018 using data provided by the charity on a consolidated pro forma 990 which was verified against 990s received from the IRS.

Well I'll put it another way. Donald Trump and members of his family have been sued for allegedly violating state charity laws via the Trump Foundation. Whereas the Clinton Foundation has not been sued for allegedly violating state charity laws despite the conspiratorial implications of the OP.
