Google, by its own admission, specifically targeted Hispanics in key states in a partisan fashion thinking it would give Hillary the edge she needed to win. I would find it very hard to believe that their efforts to swing voters towards Hillary began and ended with this sketchy scheme.

No, we have a Breitbart article, which isn't "cold, hard proof" of anything other than some-one at Breitbart wrote this.

Also, as OBP noted, it doesn't say anything about Google manipulating search results. That is still conspiracy territory.

I wouldn't call "get out the vote drives" sketchy, though they are quite often partisan, as this one was.

It reminds me of some of the "non-partisan" vote drives of the past.
