Of course the president can't impeach Congress. It is, however, absurd to limit "power" to impeachment. The president can veto bills Congress sends him, which is usually sufficient to keep them from becoming law, and can sidestep Congress in many ways via Executive Orders. Congress cannot nominate anyone, or sign treaties. Congress is not in charge of the armed forces.
