Obama never instructed his staff that they COULD NOT USE personal email accounts. Each agency has their own policy. I already cited White House's policy, which has stood since 2014, which clearly states the stipulations of using personal email accounts. Some agencies, as noted in the Time article, have their policy locked down tighter and others don't.
