The particular system of government your constitution outlines is unstable, because it tends to lead to two parties becoming completely gridlocked and then the government ends up with shutdowns. In other countries this has led the executive branch to step in to resolve the crisis, essentially seizing power for themselves and becoming a dictator. Efforts to copy the US constitution by other countries have now largely been abandoned as a result, in favor of other countries copying Canada's constitution, which is the modern model.
