If the US wanted to take positive actions towards Cuba, here's some actions it could take:

- End all embargos
- Completely normalize relations
- Cede Guantanamo bay back to Cuba
- Apologize to Cuba for the decades of embargos and mistreatments.

I think the Cuban government should start with apologizing to the Cuban people for the bolded first.
