Which is why we don't want to put the effort into developing it. Even though it might be a good thing to do, but Mexico isn't North Korea. China should develop North Korea and get rid of it's despicable leaders.

Um, no, it's a sovereign nation and the last 100 years of crappy governance have left huge, expensive scars that frankly, a conquering nation wouldn't be able to solve minus using a LOT of bullets - and that defeats the whole purpose of helping them.

Mexico will ultimately have to help itself. Oh, we can provide aid in a lot of ways - but we can't do it for them.
