Very likely he's following the letter of the law, but NOT the intent of the law and as a consequence the burden falls on the less fortunate. As for his "opponent over there", she's released her tax returns and her finances are open for all to see.

Yes it is. When the average American talks about how much taxes were paid, it's universally understood to mean the amount on line 56 on your 1040. You know, the line that subtracts your exemptions from your taxable income to show how much of your income you have to actually pay taxes on? Not how much tax was paid throughout the year by you or your employer. This is simple tax basics

Others have itemized deductions or past business losses capable of bringing their taxable income down to where the tax on taxable income is 0. It's not uncommon.
