        Don't they have to prove who they are to get public assistance anyway?

              That is exactly what they do here in Georgia. And if for whatever reason you say that you cannot go and get your free ID, someone from the state will come to your residence and issue one free of charge.

              Sort of eliminates any excuse

                    The gentleman in the article you cited needs only to submit the proper document, which he can access and print for free at any local library, and a $10 fee, which since his sister "misplaced" it, she should pay for it. It will take a few weeks, and can be shipped to the county clerk in Wisconsin where he is. It isn't Wisconsin's fault that his sister lost his birth certificate.

                      Again, in Georgia this is not a problem. They are available for free and someone from the government will even come out to your residence free of charge if for some odd reason it is too difficult for you to go and get your free ID.

                      If you show up to vote but aren't included on the registration (if you actually registered) they still will allow you to vote and set it aside. If the election isn't close they don't really bother with it since it won't affect the outcome, but in close elections they investigate to see if you should have been included and if so you're vote is counted.

                      Further, most homeless people congregate in urban areas -- areas controlled by liberal Democrats. So if the person in your article is being treated unfairly it is by largely liberal Democrats who will be in charge of the local polling places.
