Why do you think a Senator is more beholden to their party than their constituents (aka. voters)?

I'm honestly surprised that anyone wouldn't put party at the last of both lists...

As I said, voter whims come and go, and a two-year-term Representative is supposed to react to those whims.

A Senator, OTOH, is looking primarily at the long-range benefits of his/her state. And to satisfy those goals it is best to work in conjunction with his/her party. Being a maverick and legislating based on voter polls isn't going to get them anywhere.

"Party" is a bit of a double count though. You generally expect your party IS what's good for the <x>, so I don't think I would include party as by default they answer yes to all of the above.

You might try asking a Brit what they think about party over constituent. I believe their answers would be more surprising.
