Quirinius was a Imperial legate [an ex consular]. Do you not understand that Judaea was incorporated into the much larger province of Syria over which Quirinius had over-riding authority? However, the province of Judaea was given its own governor; and in 6 CE that first governor was Coponius - a man of equestrian rank - exactly from the same social class as the fifth governor Pontius Pilate.
