Not just Israel, even Abraham received the faith creating ministry of the Holy Spirit AFTER believing:
Galatians 3:2 I would like to learn just one thing from you: Did you receive the Spirit(E) by the works of the law,(F) or by believing what you heard?(G)3 Are you so foolish? After beginning by means of the Spirit, are you now trying to finish by means of the flesh?[a]4 Have you experienced[b] so much in vain—if it really was in vain? 5 So again I ask, does God give you his Spirit and work miracles(H) among you by the works of the law, or by your believing what you heard?(I)6 So also Abraham “believed God, and it was credited to him as righteousness.”[c](J)
In other words, Abraham heard the Gospel, believed, and experienced the Spirit creating a cross, and rescuing him, in the incident of being threatened by King Abhimelech and Pharoah. After seeing the rescues, Abraham understood how he would be a blessing to the world.
Scripture says God made problems, like sicknesses and difficult puzzles, so that when we solved them, by the finger of God, people would see God was with us:
Ep 2:10For we are His workmanship, created in Christ Jesus for good works, which God prepared beforehand so that we would walk in them.
....
Isaiah 45:7I form light and create darkness; I make well-being and create calamity; I am the LORD, who does all these things.
…..
John 9:1Now as Jesus was passing by, He saw a man blind from birth, 2and His disciples asked Him, “Rabbi, who sinned, this man or his parents, that he was born blind?”
3Jesus answered, “Neither this man nor his parents sinned, but this happened so that the works of God would be displayed in him.
……..
John 3:1Now there was a man of the Pharisees named Nicodemus, a leader of the Jews. 2He came to Jesus at night and said, “Rabbi, we know that You are a teacher who has come from God. For no one could perform the signs You are doing if God were not with him.”
.....
Luke 11:20But if I cast out the demons by the finger of God, then the kingdom of God has come upon you.

That's why we have to pick up our crosses every day, so that when we are raised up from the earth, we will draw the world to God, which can only happen if we enter Rest:
Heb 4:6Therefore, since it remains for some to enter it, and those who previously had good news preached to them failed to enter because of disobedience, 7He again sets a certain day, “Today,” saying [c]through David after so long a time just as has been said before,
“TODAY IF YOU HEAR HIS VOICE,
DO NOT HARDEN YOUR HEARTS.” 8For if [d]Joshua had given them rest, He would not have spoken of another day after that. 9Consequently, there remains a Sabbath rest for the people of God.
Only then can we do things like heal sicknesses or explain difficult Scripture, showing the great works of God in solving the problems, in raising us up from the earth, after we pick up the cross.
So when he was tested for entering the Kingdom, he passed.
