This one needs a bit of background info:The name of the high school club magazine pictured is the name of the manga/anime: it is a two step pun, translate to English, then think of a children's rhyme.
The picture on the magazine cover is a metaphor. The ookami represents the faculty, usagi represent either the student body generally, or one student in particular.
Usagi and ookami are usually written in Katakana.
