A business district in Columbia, MO wanted to raise sales taxes within the district to fund improvement. Under law, if no individual citizens voted on it, then business owners within the district would vote on it. They tried to draw the district so that no residents would fall within it; however, when they did, it turns out exactly one voter did live within the district, and this voter opposed the tax increase.
The leader of the business district tried to get the lady to unregister to vote, but she refused. As a result, they went ahead and canceled the vote.
