    Washington (CNN)—The White House will release on Wednesday a presidential directive and an executive order that will allow the government to communicate and negotiate with terrorist groups holding Americans hostage, a source briefed on the matter told CNN.

    Officials will now be allowed to talk to those terror groups and discuss ways to secure the Americans' release, though the government will maintain its policy of not making "substantive concessions" to captors

          My impression has been there's always been such negotiation; it's just not been publicly acknowledged.

            There's a decent survey here of the many and various times throughout the 20th century that the US has negotiated with terrorists.

I would have linked to wikipedia, but a lot of people here complain when I do that. You are of course free to find your own sources to tell you about the Iran-Contra scandal and the October Surprise.

                  The Guardian = has some pretty good writing at times, although it does have a slight leftist slant compared to most media.

                            I get my news from both sides of the fence, because I don't like being in a echo chamber. It's nice to see some dissenting opinions, even if I am against them 100%.
