    One of the architects of Obamacare said the law was written in a deliberately “tortured” way and relied on the “stupidity of the American voter” to ensure its passage.

    In a newly unearthed 2013 clip, Jonathan Gruber, the MIT health economist who helped craft parts of the Affordable Care Act, got fairly candid about the tactics used to get the Affordable Care Act passed during a panel at the Annual Health Economists’ Conference last year.

    This bill was written in a tortured way to make sure [the Congressional Budget Office] did not score the mandate as taxes,” Gruber said in one 52-second clip. “If CBO scored the mandate as taxes, the bill dies. OK, so it’s written to do that. In terms of risk-rated subsidies, if you had a law which said that healthy people are going to pay in – you made explicit healthy people pay in and sick people get money, it would not have passed.”

    Gruber then trumpeted the value of a “lack of transparency” — and called American voters stupid.


    “Lack of transparency is a huge political advantage,” Gruber said. “And basically, call it the stupidity of the American voter or whatever, but basically that was really really critical for the thing to pass.”

    Better for the American people to be saddled with a law they don’t understand, Gruber claimed, than for them to understand the law and rally against it.

    “Look, I wish … we could make it all transparent,” Gruber said, “but I’d rather have this law than not.”

    As a so-called architect of the bill, why would you be dumb enough to admit that now when the Reps just took over the House, and apparently talks of "repeal" are in the air?

      They think it is safe, Obama will veto any bill that undermines it.

                Besides, you can't know what's IN the bill until you vote FOR it.
                The first to state his case seems right until another comes and cross-examines him.

                    Technically, that's true of Washington generally insofar as federal bureaucracies decide the details of any given law: the Department of Health and Human Services seems to have had a great deal of discretion not only as to how the law would be enforced, but what the law would be. The contraceptive mandate is just one example of this.

                    It's a problem that the people we elect to make laws keep deferring that task to unelected bureaucrats, but it's not a problem we can blame exclusively on one party.
                    Don't call it a comeback. It's a riposte.

                        Can you think of another example where ONE PARTY has unilaterally ramrodded a bill of this magnitude through the legislature after declaring that their administration will be the most transparent in history, and that all legislation (later amended to "non-emergency" legislation) will be posted on the internet for 5 days for public review, etc?
                        The first to state his case seems right until another comes and cross-examines him.

                              Shiploads of legal verbiage that is nearly impossible to understand in each of many bills--that has been a Washington problem for decades now. It's not so much the stupidity of the electorate, it's the lack of time and willingness to understand the verbiage, something even lawyers may have trouble with.
