People want reform if the police won't speak out against what happened and if they don't propose any concrete pathway to reform, one will happen one way or another, for better or worse. Only this time the police won't be the ones in charge.

OK, so how bout starting with the Police Chief of the department that allowed this nonsense? Doesn't the buck stop there?
And if you ask me I believe that reform should never end, but be a permanent ongoing process.

It's fine that some of them make statements condemning what happened, but I think there ought to be reasonable explanations why it came to be.
