                      Here's my attempt at a translation. I did not spend too much time on it however, so it's still a quite clumsy. I also added a bit to the text in order to make it flow just a little more smoothly, but nothing that changes the meaning of the article:

After Christmas public prosecution against Swedes who offend immigrants or government officials on the net will be facilitated following a vote in the Swedish Parliament passing the Committee on the Constitution's report on the issue, according to a letter from the Parliamentary Office.

                      – I don't think many indictments will be necessary before society is sent a signal that internet is no lawless country - The sheriff is back in town, Andreas Norlén stated during a unopposed debate in the parliament (I'm still wondering how it can be a debate if it was unopposed )

                      Because of the legislative change plaintiff's are no longer required to pursue criminal charges of libel and slander themselves, instead public prosecutors will be able to press charges themselves, which is expected to lead to a rise in prosecutions dealing with libel and slander.

                      Immigrants, hbtq-people and civil servants will be especially privileged by the new law, as they will be able to let prosecutors press public charges against people for common insults. Ordinary Swedes are not included in the scope of the new law.

                      The entirety of the Swedish Parliament is in support of the legislative changes, which will be partially implemented during summer, and will be fully implented in January after the election, as amending the constitution requires this.

                        I don't follow Swedish politics, so contextually, is there something in particular they have in mind? (i.e. is this just a rehash of the usual hate speech debate)?

                          If I understood the article correctly, prosecutors will be able to press charges against people simply for insulting (and not only libeling and slandring) immigrants, hbtq-people and government officials on the internet. In other words, the plaintiff's themselves will not be required to press the charges, as has been the case before. I don't know if this answers your question.

                            So, basically prosecutors now have free reign to be the Thought Police of the Kakistocracy, and leftists don't even have to go through the motions of finding someone willing to lie and act offended for them to press charges against people they don't like. (Guess even they didn't want to have to deal with the Rachel Jeantels of the world.)

                              Oh yeah, this has 'seriously gonna backfire' written all over it. How do prosecutors deal with the flood of complaints they're gonna get when they take one case over another? Not to mention the sheer volume of cases if they are going to even look sort of impartial...
