    the reason you have to "pass the bill to find out what's in it" is because the law itself leaves its details to the executive branch to hammer out. It's a really fun line to repeat, I know, but it's the way Washington works.

        Which is sort of like saying you first have to sign a contract for your car, before you'll know what the car payments are.

          Exactly --- there is NO way to justify such a stupid statement. You're probably familiar with the expression "a pig in a poke" --- which is what we "bought".
          The first to state his case seems right until another comes and cross-examines him.

                Pretty much. It's like giving a blank check to a stranger on the street and hoping he only writes down the amount you owe him. Only the insane, stupid, or both would do such a thing.
