"President Donald Trump has introduced new legislation that would drastically cut the number of legal immigrants allowed into the country by implementing a "merit-based" immigration system.

This competitive application system will favour applicants who can speak English, financially support themselves and their families, and demonstrate skills that can contribute to the US economy," Mr Trump said.

He added: "They’re not going to come in and not just immediately collect welfare."

The RAISE Act was first introduced to the Senate in February, but has since stalled in Congress. Mr Cotton and Mr Perdue now plan to re-introduce it will as few changes – and the President's backing.

When my grand parents came in the late 1800s and early 1900s they had to have a job offer and or a family member ready to care for them. One of my grandfathers was actually recruited to come here because of his masonry skills.

I think a lot of countries have the job requirement. I think Raphael said he had to have a job to be able to immigrate to New Zealand.

A couple decades ago when a friend of mine wanted to move his family to Kiwiland (a.k.a., New Zealand) he was required to have $10,000/family member before being allowed in order to show that they wouldn't be an immediate burden on the country when they moved. Considering he had five girls that meant he needed $70,000 (plus the cost of such a move) before he could go.

I have no idea if what their policy is now.

They have criteria for health, character, language, and skilled employment.

and they have an immigration levy per person like you mention above.
