          Given that in Ukraine, where it was singularly difficult to find anyone there who is in power who's hands aren't dirty, it is easy to believe the Shokin had his own corruption issues. But the inter-governmental agency memo and the comments coming from the EU at the time demonstrated that he was now on the right track and was going after corruption.
