Union actors are expensive too, plus a lot of stage support workers. I saw a breakdown once of all that goes into making television shows and they can get expensive. A lot of the expenses aren't necessary in reality TV.

And court TV, wow. Just put a camera in the room and you're done.

I've always said that video production on any level is an absurdly inefficient business. In my news videographer days, it wasn't uncommon for the newsroom to collectively spend several hours working on a story that would be on the air for less than a minute.
