Stopping just across the tracks wasn't the smartest thing for the woman to do either; it forced the cops to either stop further away than they're accustomed to doing or stop on the tracks. Yeah, it was dumb to stop on the tracks, but traffic stops can be high-stress for the cops too, especially considering there was a weapon involved.

I actually was a subject of a lawsuit once because a fellow police officer put a prisoner in a jail cell without removing the prisoner's belt. The department (along with individual officers) was charged with negligent manslaughter. I was released during the deposition by the plaintiffs because I demonstrated that I had a long heart-to-heart discussion with the deceased prior to handing him over to the jailer, and we had become "best buds".
Looks like I poked the bear with one too many stories of bad cops in a row, out comes the defensive Thin Blue Line.

Sometimes, people do extremely stupid stuff, and sometimes, they happen to be wearing a badge and a gun when they do extremely stupid stuff.
