Although it reminds me of a discussion I had with a friend recently. I argued:
Modern democratic governments tend to base their laws on three general things:
1. Trying to ensure everyone has a life worth living / improving the minimum standard of life for everyone, which they do through human rights, minimum wage, providing education and healthcare, unemployment benefits etc (ensuring "Life, liberty and the pursuit of happiness")
2. Trying to maximize wellbeing, i.e. the greatest good for the greatest possible number
3. Trying to be democratically popular
