He could be Bernie Sanders, or someone even more liberal than Bernie, and I don't think it would make that big of a difference in regards to how liberal the policies he's able to implement are. So I'm not sure how much we can really analyze based on the policies that were implemented.
He certainly could have done a lot more to bully the outlier Democratic senators into actually voting for things the Democrats were trying to pass. LBJ was famous for doing that. Joe's approach seemed to be "well I asked them nicely, and they said no, so I gave up."

The President has substantial powers to do things with executive orders or through government agencies. So there are plenty of leftist things Biden could do if he wanted to. Here's the first couple of things that happen to spring to my mind: Get marijuana federally decriminalized by appointing people who want to do that to the federal agencies with the power to do that; Do a really substantial cancellation of student loan debts.

The marijuana thing seems like an obvious thing for even a somewhat right-wing politician to do: Lots of states are legalizing marijuana and it's a problem for and within those states that it's still federally illegal, so as a states-rights issue the federal prohibition needs to be removed so the states can do as they please on the subject. Biden's lack of movement on this is just sad... it's an easy vote winner, but I'm not sure that he's personally in favor of it.

As to student loans, leftists have been asking for things like a $50k write-off of all student loans and making them permanently interest-free. Biden's hummed and hawed for ages now, because apparently doing too much to help people might be too popular and they can't have that, but the latest idea that his advisors has said he's thinking about is a $10k write-off that will be means-tested and so involve enough paperwork to make it super difficult to access and will annoy everyone trying to do it and thus remove their thankfulness to Biden.
"I hate him passionately", he's "a demonic force" - Tucker Carlson, in private, on Donald Trump
"Every line of serious work that I have written since 1936 has been written, directly or indirectly, against totalitarianism and for democratic socialism" - George Orwell
"[Capitalism] as it exists today is, in my opinion, the real source of evils. I am convinced there is only one way to eliminate these grave evils, namely through the establishment of a socialist economy" - Albert Einstein

As far as climate change policy, he's 100% on board, both in action and rhetoric. His cabinet is chock full of climate change policy advocates and radicals. But it's actually bigger than a far-left policy in terms of the progressive left here in the states. Climate change policy is a global elite agenda. Most world leaders and the wealthy class (i.e. the billionaire Davos crowd, Hollywood celebs, etc.) are all fervent advocates of climate change policy. It just so happens to be a liberal progressive cause here in the states as well.

Interesting that you believe the US election system can be, and has been, "rigged".

LBJ was also known for whipping his privates out and exposing himself to women. Women were warned to never get on an elevator with him alone.

But in any case, it backfired. By all accounts Sinema was still on the fence but that changed when leftists accosted her in the bathroom while she was, um, sitting down, and old Joe gave his thumbs up to the act. She has been a determined thorn in Biden's side ever since.
